A Community Needs Assessment (CNA) is one of the most important planning tools a Community Action Agency has.

Yes, it’s required as part of the Results Oriented Management and Accountability (ROMA) Framework. But when approached thoughtfully, it does much more than satisfy a requirement. It helps agencies better understand local needs, identify priorities, and build a stronger foundation for the planning activities that follow. This is essential given today’s shifting priorities and shrinking resources.

What Is the ROMA Framework?

The ROMA Framework is the planning and performance management structure used by Community Action Agencies. It connects assessment, planning, implementation, achievement of results, and evaluation into a continuous cycle that helps agencies understand community needs, develop strategies, and measure progress over time.

Because each stage builds on the one before it, a well-designed Community Needs Assessment provides the foundation for everything that follows.

1. Look Beyond Compliance

Community Action Agencies complete CNAs to meet Community Services Block Grant (CSBG) Organizational Standards. Because the assessment is required, it’s understandable that much of the focus is on completing the process and meeting expectations.

However, the assessment also provides an important opportunity to better understand the community.

Interviews, focus groups, surveys, and conversations with community members provide context that numbers alone cannot. They help explain how challenges affect people’s daily lives, identify barriers that may not appear in public datasets, and highlight community strengths alongside community needs.

Community Action Agencies are also expected to engage a broad range of voices throughout the assessment process, including customers, community partners, and representatives from key community sectors. Those perspectives help ensure the assessment reflects lived experience alongside quantitative data.

Bringing quantitative and qualitative findings together creates a more complete understanding of local needs and resources while ensuring that the people most affected by community conditions have a voice in the assessment process.

3. Keep Planning in Mind Throughout the Assessment

The purpose of a CNA isn’t just to describe community conditions. It is also to provide information that supports the planning process that follows.
