Due to the changing healthcare environment, a statewide advisory council was tasked with assessing the quality of HIV/AIDS services currently being offered in Maine. HIV/AIDS service providers were facing significant funding decreases and needed to develop a strategy that would allow them to maintain access to high-quality HIV/AIDS services with a significantly reduced budget. In addition, it was important for the client to ensure that their approach was consistent with national best practices. 


Crescendo Consulting Group was chosen by the client to conduct a statewide assessment of the current landscape of HIV/AIDS care in Maine. The assessment was conducted in two phases. During the first phase, Crescendo conducted primary and secondary research. Current practices were examined along with a review of epidemiological, demographic, and financial data. Crescendo conducted approximately two dozen interviews with leading physicians, legislators, policy experts, and government leadership. During the second phase, Crescendo conducted additional subject expert interviews and held focus groups with people living with HIV/AIDS (PLWHA). Research was also conducted to gain further understanding of successful models being utilized by other programs across the United States. The data was analyzed and evaluated in conjunction with projected future funding to create a roadmap for how to best proceed. 


The results of the two-phase assessment led to the creation of the comprehensive five-year plan. The plan successfully identified a multi-prong strategy that could be employed by the Maine HIV/AIDS community to ensure that they could continue to deliver PLWHA high-quality services, provide patient education that would help decrease the viral load and transmission of the disease, and maintain high patient satisfaction levels. The comprehensive plan was consistent with national priorities, provided innovative solutions that were consistent with national strategies, satisfied legislative requirements, and gained the support of subject matter experts.
