Situation:

The Foundation had completed its first grant funding cycle supporting 38 projects from 36 organizations with grants totaling $3.7 million.  Due to its size and mission, there was a high degree of public and political interest in the Foundation, its grant making process, and its grant recipients.  The Foundation and its funders saw the need for an independent evaluation of its grant funding program and an assessment of the impact of these grants on the community and state.

Methods:

Crescendo Consulting Group developed practical, effective methodologies to audit and assess the grant making procedures and processes used by the Foundation.  Crescendo quantified (where possible) project impacts and created a scorecard and performance measurement system that could enable efficient and ongoing demonstration of the Foundation's impact in the community and across the state.   

Crescendo reviewed the Foundation's processes to establish criteria and evaluate the submitted grants.  Grants were reviewed, and several were selected for in-person interviews.  To provide a consistent, uniform method to evaluate each grant submission, Crescendo developed a process and set of tools that blended the significant evaluation learning nationwide over recent years with the distinctive local character of the Foundation. 

Results:

A detailed written report summarized the results of the evaluation.  It included a review of individual and aggregate project outcomes, as well as an assessment of the Foundation's grant making and reporting process.  The widely publicized results suggested that the funded projects met the Foundation's criteria, supported the mission of the organization, and produced significant benefits for the state - not the least of which were cost savings - that stimulated innovation and encouraged a system view of the state's healthcare challenges.
